Professional Bio

Pamela McNeill is a housing and community development professional, a Planning Board member of Bloomfield, New Jersey, and, as of January 2026, an Board of Directors member of the NJPO. She holds a Bachelor of Arts in Political Science and Public Administration from North Carolina Central University and graduate studies in Public Administration and Planning at the University of North Carolina at Chapel Hill. Pamela has extensive experience in developing modular housing, as well as oversight, administration, and implementation of HUD and Continuum of Care funded programs.
She has led innovative initiatives addressing chronically homeless populations, including developing a state-of-the-art community center, transforming a hotel into transitional housing, and implementing modular housing initiatives. Pamela has managed programs from planning through execution, ensuring compliance and measurable impact.
Her ultimate housing creation goal is medical respite housing, addressing vulnerable individuals, an integrated model bridging hospital discharge and housing stability to reduce readmissions, lower healthcare costs, and improve long-term outcomes for chronically homeless populations. Her work demonstrates a commitment to sustainable, equitable, and scalable solutions in housing and community development.
